We are seeking a high calibre IT Program Manager (Senior) for our HSBC team.

Job Title: Technology Program Manager

Role Purpose

Lead end-to-end delivery of technology change, ensuring outcomes are delivered safely, on time, and within agreed scope, budget, and risk appetite. Partner with business, engineering, operations, risk and control teams to deliver measurable benefits and great customer/colleague experience.

Key Accountabilities

  • Own delivery across the project lifecycle: initiation, planning, execution, governance, delivery, and closure.
  • Define and manage scope, milestones, dependencies, RAID (risks, assumptions, issues, dependencies), and delivery plans.
  • Run delivery governance: steerco materials, status reporting, financial tracking, and decision logs.
  • Manage stakeholders across Technology, Product, Operations, and 2LoD/3LoD where required; drive clear decisions and accountability.
  • Ensure delivery meets HSBC control expectations (e.g., change management, security, resilience, data, regulatory commitments).
  • Coordinate vendors/third parties where applicable; deliverables, and performance, where applicable.
  • Drive delivery discipline (Agile, hybrid, or waterfall as appropriate), including sprint/release planning where relevant.
  • Track benefits and outcomes; ensure operational readiness, handover, and adoption.
  • Build and lead project teams; coach delivery practices and promote inclusive ways of working.

Governance, Risk & Controls

  • Maintain accurate project artefacts and evidence for auditability.
  • Ensure adherence to relevant HSBC policies/standards (refer to FIM and applicable Technology/Change delivery instructions).
  • Proactively manage operational risk, technology risk, and delivery risk; escalate early with options and recommendations.

Knowledge & Experience

  • Proven experience delivering technology change (applications, infrastructure, cloud, data, cyber, or integration).
  • Strong planning and dependency management across complex, multi-team environments.
  • Experience working with Agile delivery teams and/or hybrid delivery models.
  • Financial management experience (budgeting, forecasting, vendor spend).
  • Comfortably operating in regulated environments with strong control requirements.

Skills

  • Stakeholder management and clear communication (written and verbal).
  • Structured problem-solving; ability to translate ambiguity into actionable plans.
  • Negotiation and influencing across senior stakeholders.
  • Strong reporting and governance pack creation (e.g., concise exec updates).
  • Tooling: Jira/Confluence and/or MS Project, Excel/PowerPoint (or equivalents).

Qualifications (typical)

  • Project management qualification (e.g., PRINCE2, PMP) and/or Agile certification (e.g., Scrum Master) desirable.
  • Relevant technology background or experience working closely with engineering/architecture teams.

Working Relationships

  • Technology Engineering & Architecture, Product Owners, Operations/Service Management, Cyber Security, Data, Procurement/Vendor Management, Finance, Risk & Compliance.

Success Measures

  • Delivery to agreed scope/time/cost with transparent RAID management.
  • Control compliance and audit-ready documentation.
  • Stable go-live with effective operational readiness and adoption.
  • Positive stakeholder feedback and measurable business outcomes.
