We are seeking a high calibre Global ISO20022 Lead for our HSBC MSS team.

ISO20022 is a market driven mandatory, global payments directive which will migrate all payment messages from existing MT format into the new MX format.  Failure to achieve domestic and global cross border deadlines will result in MSS Operations being unable to send or receive payments and losing our ‘licence to operate’.

In scope are all domestic and cross border payments ; all MT 1XX, 2XX and 9XX series messages (Payments, Statements and Advices) ; inbound and outbound messages.  The scale of the programme covers : 50+ sites in which MSS Ops have a presence ; 43 IT unique systems which generate payments ; average of 25,000 payments per day ; average daily value of $282bn.  Additional scope to include MT5xx messages for sites electing to transform.

Domestic Go Live Dates and ‘terms’ are set by each RTGS.  Cross Border via SWIFT has a single approach with a 3 year co-existence period from Nov 2022 to Nov 2025 where participants can send either MT or MX messages during the period. Market Operations need to be ready to receive MX messages from Nov 2022, but can commence sending MX at any point during the coexistence period.

 

Role Overview

  • Overall responsibility for ISO Programme deliverables for MSS Operations :
    • Achieving readiness for internal DBS SIT testing dates
    • Achieving external Market and Cross Border ISO migration dates
    • Execution of deliverables in alignment with Payments Target Operating Model
  • Responsible for resource and capacity management within programme team
  • Responsible for definition of team structure, roles and responsibilities.
  • Responsible for programme level planning and reporting.
  • Responsible for Programme level Risk, Issue and Dependency management
  • Act as escalation point within the Programme and responsible for removing programme level impediments
  • Ownership for definition and execution of Programme level governance frameworks
  • Ensuring any deviations from Target Operating Model and architecture for the region are appropriately logged and signed off by the ISO Sponsors.
  • Programme level Ops and IT relationship and engagement (i.e, Programme Sponsor, L1 Process Owners, Regional and Function Heads)
  • Responsible for Programme Level Operations and IT escalations.
  • Responsible for driving ways of working improvements and efficiencies across the programme.
  • Responsible for facilitating submissions for annual budget cycles. 
  • Responsible for chairing key programme level governance sessions – i.e. Sponsor Sessions, PSC’s  
  • Responsible for ensuring adherence to HCF (previously BTF) standards for programme.
  • Relationship Management and primary point of contact for DBS Line of Business Lead.

  • 5 direct reports in ISO programme, wider management of a team of 15 in the MSS Ops Strategy & Change team.

Qualifications

  • Strong and proven experience in running large global/regional projects or programmes within a large organisation.
  • Previous experience leading a project/programme team through challenging and time critical deadlines.
  • Thought leader with the ability to innovatively lead the project team to achieve the ISO migration deadlines.
  • Strong Stakeholder management skills with the ability to building strong relationships with Team, Peers, Stakeholders and external delivery teams.
  • Excellent communication and presentation skills for delivering overviews, chairing working groups with the team and stakeholders.
  • Understanding of payments and SWIFT messages & a close understanding of ISO20022, MX messages.
  • Experience and knowledge of the trade lifecycle.
