Duties
- Manage the end-to-end procurement process, including purchase requisitions, supplier sourcing, quotation analysis, tender administration, purchase orders, and contract management in accordance with established procurement policies.
- Collaborate closely with internal stakeholders to identify procurement requirements and prepare procurement-related documentation, including tenders, quotations, contracts, and purchase orders.
- Evaluate tender submissions and supplier quotations, conduct commercial assessments, and prepare recommendation reports for management approval.
- Negotiate pricing, contract terms, and service agreements with vendors while ensuring compliance with procurement regulations and organizational standards.
- Monitor vendor performance, review procurement policies and procedures regularly, and drive continuous improvement initiatives to enhance procurement effectiveness.
Requirements
- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, or a related discipline.
- Minimum 5 years of procurement experience, with proven experience gained from public sector organizations, government departments, statutory bodies, or other sizable public institutions.
- Strong knowledge of tendering, contract administration, procurement governance, and supplier management within a regulated environment.
- Excellent stakeholder management, communication, negotiation, and organizational skills, with a proactive and self-motivated approach.
- Proficient in Microsoft Office applications, particularly Word and Excel, with good command of written and spoken English and Chinese.
